Operational Strategic Workshops of the “Green Generation Nowy Targ” Energy Cluster

On February 23, 2026, strategic workshops dedicated to the “Green Generation Nowy Targ” Energy Cluster were held in Nowy Targ, marking another stage in preparing the cluster to operate within a local energy market framework.

The workshops were attended by representatives of the signatories of the “Green Generation Nowy Targ” Energy Cluster agreement, including:
• Nowy Targ County
• The City of Nowy Targ
• The Podhale Specialist Hospital named after John Paul II in Nowy Targ
• The Municipal Water and Sewage Company in Nowy Targ
• The Municipal District Heating Company in Nowy Targ
• ECM
• Nowatermia

The presence of key local government and infrastructure entities confirms the systemic nature of the initiative and the readiness to build a coherent local energy market covering the public sector, district heating, water and sewage management, and healthcare.

The workshops were conducted by the Future Solutions Research and Development Center, the entity responsible for preparing the cluster’s concept and operational model. CBRFS acts as the substantive partner and coordinator of the analytical and strategic process, preparing the Nowy Targ Energy Cluster for the implementation of balancing mechanisms, settlements, and energy management between agreement participants.

The workshop agenda covered both the legal and organizational foundations of cluster operations and advanced operational topics — including internal energy settlement mechanisms, the role of the cluster coordinator and council, and the model of a dynamic regional energy market.

The technological block included renewable energy development scenarios (photovoltaics, energy storage, biogas, cogeneration, hydrogen) and the integration of sources within a flexible local system.

The program also included a session on the potential use of geothermal energy and heat pumps within the local energy mix. A short technological outlook in this area was presented by Paweł Żukowski (Nowatermia), who discussed practical aspects of implementing geothermal solutions in the context of cluster development.

A separate block addressed energy security within the cluster framework and financing models for investments undertaken by current and future members of the agreement.

The workshops had an operational and expert character. Their objective was to move from the formal establishment of cooperation to the preparation of a real mechanism for the functioning of a local energy market.
