CIVIL PROTECTION AND CIVIL DEFENCE PROGRAMME FOR WOMEN’S COUNCILS

On 22 May 2026, the “Civil Protection and Civil Defence Programme for Women’s Councils” training took place at Stacja Kultura in Rumia. The event focused on building local social resilience, crisis response and the practical aspects of civil protection and public safety.

The training brought together representatives of public administration, expert communities, emergency services and social organisations. Among the participants was also Dorota Janusz — PR and Marketing Director at Centrum Badawczo-Rozwojowe Future Solutions, who received a certificate of participation in the “POL(S)KA GOTOWA 2.0. The Role of Women in Civil Protection and Civil Defence” programme.

One of the key elements of the event was a meeting with Beata Rutkiewicz, the Pomeranian Voivode, who discussed public preparedness for crisis situations and presented the contents of an emergency evacuation backpack along with practical principles of individual emergency readiness.

A highly practical and substantive training block was led by Col. (Ret.) Dr Izabela Wlizło from the Institute of Human Rights Cities. Participants discussed security procedures, crisis response, evacuation principles, disinformation, situational awareness and preparedness for functioning under conditions of threat and limited access to infrastructure or information.

An important part of the programme was also a panel on psychological resilience and crisis psychology led by Agnieszka Długołęcka-Kurzyk from the Institute of Human Rights Cities. The discussion focused on stress mechanisms, methods of responding to crisis situations and the importance of mutual support and communication within local communities.

The programme also included contributions from Senior Firefighter Paweł Florek, who addressed issues related to civil protection and public education in crisis situations, as well as Justyna Białczak from the Presidium of the Nationwide Network of Women’s Councils and Dr Anna Strzałkowska, who discussed the role of local communities, cooperation and building support and resilience networks.

The training highlighted the growing importance of public safety, civic education and practical preparedness of local communities for crisis situations. The meeting also became a valuable space for exchanging experiences, knowledge and discussions on building aware and resilient local communities.
