The Choczewo Energy Cluster

The Choczewo Energy Cluster is a local initiative aimed at effective energy management through the integration of various entities – the local government, enterprises, and technology partners – within a unified energy system. The cluster focuses on building a modern local energy market based on cooperation between system participants and the use of modern energy management technologies.

The cluster will focus on:

• diversification of energy sources – increasing the share of renewable energy sources such as photovoltaic installations, wind energy, and hydrogen technologies,

• reduction of CO₂ emissions – through the use of modern energy management systems and solutions supporting the region’s energy transition,

• increasing energy security – through local generation, balancing, and efficient energy management,

• development of innovative technological solutions – including energy management systems, energy storage, and integration of new energy technologies,

• improvement of energy efficiency – in both the public and private sectors, through optimization of energy consumption and intelligent management of energy flows.

Who forms the Choczewo Energy Cluster?

The Choczewo Energy Cluster was established through the signing of a cluster agreement by key entities representing the municipal, utility, and technology sectors. The founding members include:

• Gminne Inwestycje Choczewo Sp. z o.o.

• Centre for Research and Development Future Solutions Sp. z o.o.

• ECM Sp. z o.o.

With the establishment of the cluster, a stage of organizational and implementation work has begun, aimed at creating an efficiently functioning model of a local energy market. This process includes both the preparation of appropriate organizational and legal solutions, as well as the implementation of technological tools enabling energy management within the cluster.

Cluster balancing mechanism

An important element of the functioning of the Choczewo Energy Cluster is also the energy balancing unit in the form of the LAB ONE installation in Gniewino, operating within the Centre for Research and Development Future Solutions. This unit is responsible for managing surplus electricity not used by other cluster participants by utilizing it in technological processes, in particular in the production of technical gases.

This solution constitutes an important element of the cluster balancing mechanism, enabling effective use of surplus energy during periods of increased production from renewable energy sources. At the same time, this mechanism supports the stable functioning of the cluster’s energy system and allows maintaining preferential settlement conditions and transmission discounts resulting from local balancing of energy production and consumption.

Energy management system

As part of the ongoing work, the ECM ecosystem, in cooperation with cluster participants, carries out activities related to the development of a digital platform for cluster management and the implementation of the e-Vision energy management system. This system will enable the integration of generation sources, energy consumers, and balancing mechanisms within the local energy market.

In parallel, work is being carried out on the formal and legal organization and the operating mechanism of the cluster, including the principles of cooperation between participants, the energy settlement model, and the further development of the local energy market based on the technological solutions of the ECM ecosystem.
